Abstract
ABSTRAK
Tasriani Rasni, Nim: 2020050101161, Praktik Sistem Permodalan
Nelayan Melalui Pengepul Di Tinjau Dalam Presfektif Ekonomi Islam
(Studi di Desa Panambea Barata Kecamatan Moramo Kabupaten
Konawe Selatan). Fakultas Ekonomi Dan Biasnis Islam, Institut Agama
Islam Negeri Kendari melalui bimbingan Oleh Muhammad Hadi Dan
Adzil Arsyi Sabana.
Penelitian ini membahas tentang Praktik Sistem Permodalan Nelayan
Melalui Pengepul Di Tinjau Dalam Presfektif Ekonomi Islam Di Desa
Panambea Barata Kecamatan Moramo Kabupaten Konawe Selatan.
Adapun rumusan masalah dalam penelitian ini adalah 1) Bagaimana
praktik permodalan nelayan melalui pengepul 2) Bagaimana praktik
permodalan nelayan melalui pengepul dalam prespektif ekonomi.
Tujuan penelitian adalah 1) Untuk mengetahui Praktik Permodalan
nelayan melalui pengepul 2) Untuk mengetahui penjelasan pandangan
hukum islam terhadap sistem permodalan nelayan. Penelitian ini adalah
penelitian kualitatif, dengan teknik pengumpulan data mengunakan
observasi, wawancara, dan dokumentasi sedangkan teknik analisis
datanya menggunakan reduksi data, penyajian data, dan penarikan
kesimpulan atau verifikasi data. Hasil penelitian menunjukkan bahwa
1) Praktik Sistem Permodalan nelayan adalah suatu sistem utang
piutang yang telah lama dilakukan oleh masyarakat Desa Panambea
Barata. Dimana objek yang dipinjamkan adalah dalam bentuk uang
dan barang sesuai kebutuhan nelayan dengan sistem perjanjian Ikan
hasil tangkapan nelayan yang siap di perjual belikan harus di jual ke
pengepul setempat yang memeberikan modal, dan pengepul tidak
mengambil (%) dari hasil penjualan ikan tersebut tetapi uang yang di
dapatkan tidak mengurangi utang pokonya. serta proses transaksinya di
lakukan secara terbuka tanpa ada yang ditutup-tutupi, atas dasar suka
sama suka dan di lakukan secara sadar tanpa ada paksaan dari pihak

manapun. 2) Prespektif ekonomi islam terkait sistem pinjam modal/
utang piutang di Desa Panambea Barata. Sudah sesuai dengan landasar
atau dasar hukum mengenai utang piutang yang disyariatkan dan
berdasarkan tinjauan ayat Al-Quran, Hadist, dan ijma. Prinsip-prinsip
ekonomi Islam sebagai mana yang telah dicontohkan oleh nabi
Muhammad SAW. Yaitu memiliki sifat shidiq, Thabliq, Amanah,
Fathanah juga telah dimiliki oleh nelayan dan pengepul Desa
Panambea Barata.

System Practices Through Collectors Reviewed in the Islamic
Economics Perspective (Study in Panambea Barata Village, Moramo
District, South Konawe Regency). Faculty of Economics and Islamic
Bias, Kendari State Islamic Institute through guidance by Muhammad
Hadi and Adzil Arsyi Sabana.
This research discusses the practice of capital systems for fishermen
through collectors reviewed in the perspective of Islamic economics in
Panambea Barata Village, Moramo District, South Konawe Regency.
The formulation of the problem in this research is 1) How do fishermen
capital practice through collectors? 2) How do fishermen capital
practice through collectors from an economic perspective. The
objectives of the research are 1) To find out the Capital Practices of
fishermen through collectors 2) ) To find out an explanation of the view
of Islamic law on the fishermen's capital system. This research is
qualitative research, with data collection techniques using observation,
interviews, and documentation, while data analysis techniques use data
reduction, data presentation, and drawing conclusions or data
verification. The results of the research show that 1) The fishermen's
capital system practice is a debt and receivable system that has long
been used by the people of Panambea Barata Village. Where the
objects lent are in the form of money and goods according to
fishermen's needs with an agreement system. Fish caught by fishermen
that are ready to be bought and sold must be sold to local collectors
who provide capital, and the collectors do not take (%) from the
proceeds from the sale of the fish but the money that obtained does not
reduce the principal debt. and the transaction process is carried out
openly without any cover-up, on the basis of mutual consent and
carried out consciously without any coercion from any party. 2) Islamic
economic perspective regarding the system of capital loans/debts and
receivables in Panambea Barata Village. It is in accordance with the

legal basis or basis regarding debts and receivables as stipulated in the
law and based on a review of the verses of the Koran, Hadith and ijma.
Islamic economic principles as exemplified by the Prophet Muhammad
SAW. Namely, it has the characteristics of Shidiq, Thabliq, Amanah,
Fathanah which are also owned by fishermen and collectors in
Panambea Barata Village.
