Abstract
ABSTRAK
Rismadayanti Sapitri. NIM. 2021030103017. “Manajemen Penyelenggaraan
Manasik Haji Mandiri di Kantor Kementerian Agama Kota Kendari”.
Dibimbing oleh: Dr. H. Samsuri, S.Ag., S.Pd., M.Pd. dan Dr. Mansur S.Ag.,
M.Pd
Penelitian ini bertujuan untuk mengetahui manajemen penyelenggaraan
manasik haji mandiri di Kantor Kementerian Agama Kota Kendari serta apa yang
menjadi faktor pendorong dan penghambat pada penyelenggaraan manasik haji
mandiri di Kantor Kementerian Agama Kota Kendari. Penelitian ini merupakan
penelitian kualitatif dengan pendekatan deskriptif. Teknik pengambilan data yang
digunakan adalah observasi, wawancara, dan dokumentasi. Teknik analisis data
yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan.
Hasil penelitian menunjukkan bahwa Kementerian Agama Kota Kendari telah
menerapkan manajemen pada penyelenggaraan manasik haji mandiri meskipun
belum memiliki struktur organisasi formal, pelaksanaannya telah menerapkan
fungsi-fungsi manajemen secara efektif, mulai dari perencanaan, pengorganisasian,
pelaksanaan, hingga evaluasi. Perencanaan dilakukan secara sistematis meliputi
jadwal, materi, tempat, dan pemateri. Pengorganisasian bersifat kolektif dengan
partisipasi aktifstaf PHU. Pelaksanaan dilakukan tanpa pungutan biaya dengan
metode ceramah, tanya jawab, visualisasi, dan praktik langsung. Sarana dan
prasarana seperti infokus, sound system, dan alat peraga sangat mendukung
keberhasilan program. Evaluasi dilakukan secara tidak langsung melalui laporan
petugas kloter. Faktor pendukung utama adalah antusias jamaah, pengalaman
pembimbing, serta kelengkapan fasilitas. Adapun kendala hanya bersifat teknis
seperti gangguan pada sound system, namun tidak menggangu efektivitas kegiatan
secara keseluruhan.

This research aims to determine the management of independent Hajj rituals
at the Kendari City Ministry of Religious Affairs Office. This research is qualitative
research with a descriptive approach. The data collection techniques used are
observation, interviews, and documentation. The data analysis techniques used are
data reduction, data presentation, and conclusion drawing. The research results
indicate that the Ministry of Religious Affairs of Kendari City has implemented
management in the organization of independent Hajj rituals, even tho it does not
yet have a formal organizational structure. The implementation has effectively
applied management functions, from planning, organizing, implementing, to
evaluating. Planning is done systematically, including the schedule, materials,
location, and speakers. The organization is collective with the active participation
of PHU staff. The implementation is carried out without fees using lecture, question
and answer, visualization, and hands-on practice methods. Facilities and
infrastructure such as projectors, sound systems, and visual aids are very
supportive of the program's success. The evaluation is conducted indirectly thru
reports from the group officers. The main supporting factors are the enthusiasm of
the pilgrims, the experience of the guides, and the completeness of the facilities. As
for the obstacles, they were only technical, such as sound system malfunctions, but
they did not disrupt the overall effectiveness of the activity.
