Abstract
ABSTRAK
Judul: Peran Kepolisian dalam Penanggulangan Peredaran Minuman
Beralkohol Cap Tikus Perspektif Siyasah Syar’iyyah. (Studi di Kecamatan
Wangi-Wangi Selatan Kabupaten Wakatobi). Nama: Abdul Muis NIM:

Penelitian ini bertujuan untuk mengetahui dan menganalisis: peran
kepolisian dalam menanggulangi peredaran minuman beralkohol cap tikus di
Kecamatan Wangi-Wangi Selatandan perspektif siyasah syariah terhadap dampak
peredaran minuman beralkohol cap tikus di wilayah tersebut. Minuman cap tikus
yang memiliki kadar alkohol tinggi termasuk dalam kategori khamr yang dilarang
dalam Islam, dan peredarannya yang tidak terkendali menimbulkan permasalahan
sosial seperti meningkatnya kriminalitas, rusaknya moral generasi muda, serta
keresahan masyarakat. Metode penelitian yang digunakan adalah penelitian hukum
normatif-empiris, dengan pendekatan yuridis-sosiologis serta pendekatan siyasah
syar’iyyah. Data diperoleh melalui wawancara dengan aparat kepolisian, tokoh
masyarakat, serta observasi langsung di lapangan. Hasil penelitian menunjukkan
bahwa kepolisian berperan aktif melalui operasi razia, pembinaan, dan patroli rutin
untuk menekan peredaran cap tikus. Namun, kendala seperti kurangnya kesadaran
hukum masyarakat dan keterbatasan personel masih menjadi hambatan. Dalam
perspektif siyasah syar’iyyah, upaya tersebut merupakan implementasi tugas ulil
amri dalam menjaga kemaslahatan (maslahah) dan mencegah kerusakan (mafsadat)
di tengah masyarakat.

Title: The Role of the Police in Combating the Distribution of Cap Tikus
Alcoholic Beverage from the Perspective of Siyasah Syar’iyyah (A Study in

This research aims to identify and analyze: the role of the police in combating the
distribution of cap tikus alcoholic beverages in the WangiWangi Selatan District;
and the perspective of siyasah syar'iyyah on the impact of the distribution of cap
tikus alcoholic beverages in the region. Cap tikus, which has a high alcohol content,
falls into the category of khamr, which is prohibited in Islam, and its uncontrolled
distribution causes social problems such as increased crime, damage to the morals
of the younger generation, and public unrest. The research method used is empirical
and normative legal research, with a juridical-sociological approach and a siyasah
syar'iyyah approach. Data was obtained through interviews with police officers,
community leaders, and direct observation in the field. The results of the research
show that the police play an active role through raids, guidance, and routine patrols
to suppress the distribution of cap tikus. However, obstacles such as a lack of public
legal awareness and limited personnel remain a hindrance. From a siyasah
syar'iyyah perspective, these efforts are an implementation of the ulil amri's duty to
maintain the benefit (maslahah) and prevent damage (mafsadat) in the community.
