Abstract

Mita Puspitasari, NIM 2021050101075 judul “Pengelolaan Dana
Desa Dan Dampaknya Terhadap Peningkatan Pendapatan
Masyarakat Ditinjau Dari Perspektif Ekonomi Syariah Di
Kecamatan Baito Kabupaten Konawe Selatan” Dibimbing oleh
Bapak Alfian Toar dan Ibu Arlita Aristianingsih Jufra, Program
Studi Ekonomi Syariah 2024.

Tujuan penelitian ini adalah untuk mengetahui bagaimana pengelolaan
dana desa dilaksanakan, serta dampaknya terhadap peningkatan
pendapatan masyarakat dalam perspektif ekonomi syariah. Jenis
penelitian ini adalah deskriptif kualitatif dengan pendekatan studi
lapangan. Data primer diperoleh melalui wawancara dengan aparat desa
dan masyarakat di empat desa di Kecamatan Baito, sedangkan data
sekunder diperoleh dari dokumen pendukung. Analisis dilakukan
secara deskriptif dengan mengacu pada prinsip-prinsip ekonomi
syariah, yaitu keadilan (‘adl), amanah, transparansi, musyawarah
(syura), dan maslahah. Hasil penelitian menunjukkan bahwa
pengelolaan dana desa di Kecamatan Baito telah melalui tahap
perencanaan, pelaksanaan, dan pertanggungjawaban dengan melibatkan
masyarakat. Secara umum pengelolaan tersebut telah sesuai dengan
prinsip-prinsip syariah, meskipun masih terdapat kendala seperti
kurang meratanya distribusi Bantuan Langsung Tunai (BLT),
partisipasi masyarakat yang belum maksimal. Dari segi dampak, dana
desa memberikan kontribusi positif terutama pada pembangunan
infrastruktur desa, pembagian bibit tanaman sebagai bentuk
pemberdayaan ekonomi, serta bantuan BLT yang membantu memenuhi
kebutuhan dasar masyarakat. Namun, perannya dalam peningkatan
usaha produktif dan tabungan masyarakat masih terbatas. Dengan
demikian, dapat disimpulkan bahwa pengelolaan dana desa di
Kecamatan Baito relatif sudah sejalan dengan nilai-nilai ekonomi
syariah, namun masih membutuhkan peningkatan dalam aspek
akuntabilitas, keterbukaan, serta pemberdayaan ekonomi masyarakat
agar manfaatnya lebih merata dan berkelanjutan.

The purpose of this study is to examine how village funds are managed
and their impact on increasing community income from the perspective
of Sharia economics. This research is descriptive qualitative with a
field study approach. Primary data were obtained through interviews
with village officials and community members in four villages in Baito
District, while secondary data were collected from supporting
documents. The analysis was conducted descriptively by referring to
Sharia economic principles, namely justice (‘adl), trust (amanah),
transparency, consultation (syura), and public benefit (maslahah). The
findings show that the management of village funds in Baito District
has gone through the stages of planning, implementation, and
accountability with community involvement. In general, the
management has been in accordance with Sharia principles, although
there are still obstacles such as the unequal distribution of Direct Cash
Assistance (BLT), limited community participation, and public facility
charges that are not fully fair. In terms of impact, village funds have
contributed positively, particularly to village infrastructure
development, the distribution of plant seeds as a form of economic
empowerment, and BLT assistance that helps meet basic community
needs. However, their role in supporting productive enterprises and
community savings remains limited. Thus, it can be concluded that the
management of village funds in Baito District is relatively in line with
Sharia economic values but still requires improvement in
accountability, transparency, and economic empowerment to ensure
more equitable and sustainable benefits.
