Tahun Tahun 2009 (Studi Kasus Kota Kendari)

Efektivitas ETLE di Kota Kendari masih berada dalam tahap perkembangan
menuju efektivitas yang optimal. Ketepatan sasaran program masih terkendala
oleh keterbatasan jumlah kamera pengawas yang hanya terpasang di titik-titik
tertentu sehingga belum menjangkau seluruh wilayah rawan pelanggaran lalu
lintas. Sosialisasi program sudah mulai dilakukan melalui berbagai media, namun
penyampaiannya belum merata ke seluruh lapisan masyarakat, terutama yang
kurang terjangkau oleh informasi digital, sehingga menimbulkan kesalahpahaman
terhadap proses penindakan pelanggaran. Meskipun demikian, secara bertahap
ETLE menunjukkan pencapaian terhadap tujuan program, seperti peningkatan
kesadaran berlalu lintas dan transparansi penindakan, namun keberhasilan ini
masih terbatas pada masyarakat yang telah memahami sistem. tujuan utama
penegakan hukum berbasis teknologi sesuai dengan amanat UU Nomor 22 Tahun
2009 dapat tercapai secara menyeluruh.Hambatan utama terletak pada terbatasnya
infrastruktur pendukung seperti jumlah kamera pengawas yang belum mencakup
seluruh wilayah strategis, kurangnya sumber daya manusia yang terlatih dalam
pengoperasian sistem digital, serta lemahnya koordinasi antar unit internal dalam
manajemen data pelanggaran. Sementara itu, dari sisi eksternal, tantangan terbesar
berasal dari minimnya dukungan regulatif dan anggaran dari pemerintah daerah,
rendahnya literasi masyarakat terkait teknologi dan hukum lalu lintas, serta
kurangnya sosialisasi yang menjangkau seluruh lapisan masyarakat. Hambatanhambatan
ini
secara
langsung
berdampak
pada
keterlambatan
proses
penindakan,

rendahnya
tingkat
kepatuhan
masyarakat
terhadap
aturan,
serta
belum
tercapainya

tujuan
utama
ETLE
dalam
menciptakan
ketertiban
lalu
lintas
yang
transparan
dan

akuntabel
sebagaimana
yang
diamanatkan
oleh
UU
Nomor
22
Tahun
2009.

itu, upaya penguatan internal kelembagaan dan perluasan dukungan
eksternal menjadi kunci untuk meningkatkan keberhasilan sistem ETLE di Kota
Kendari.

Traffic and Road Transportation Violations Based on Law Number 22 of
2009 (Case Study of Kendari City) Supervised by Muh. Asrianto Zainal SH,

The effectiveness of ETLE in Kendari City is still in the development stage
towards optimal effectiveness. The accuracy of the program's targets is still
constrained by the limited number of surveillance cameras that are only installed
at certain points so that they have not reached all areas prone to traffic violations.
The program's socialization has begun through various media, but its delivery has
not been evenly distributed to all levels of society, especially those who are less
accessible to digital information, resulting in misunderstandings regarding the
process of taking action against violations. However, ETLE has gradually shown
achievements towards program objectives, such as increasing traffic awareness
and transparency of action, but this success is still limited to people who already
understand the system. the main objective of technology-based law enforcement
in accordance with the mandate of Law Number 22 of 2009 can be achieved
comprehensively. The main obstacles lie in the limited supporting infrastructure
such as the number of surveillance cameras that do not yet cover all strategic
areas, the lack of human resources trained in operating digital systems, and weak
coordination between internal units in managing violation data. Meanwhile, from
the external side, the biggest challenges come from the lack of regulatory and
budget support from the local government, low public literacy regarding
technology and traffic law, and the lack of socialization that reaches all levels of
society. These obstacles directly impact the delay in the enforcement process, the
low level of public compliance with the rules, and the failure to achieve the main
objective of ETLE in creating transparent and accountable traffic order as
mandated by Law Number 22 of 2009. Therefore, efforts to strengthen internal
institutions and expand external support are the keys to increasing the success of
the ETLE system in Kendari City.
