Terhadap Produksi Minuman Tradisional Beralkohol Pongasi Berdasarkan
Perda Kab Konawe No.4 Tahun 2010(Studi Di Kelurahan Unaasi Kec
Anggaberi Kab Konawe) di bawah bimbingan oleh Bapak Muh.Asrianto
Zainal SH.M.,Hum sebagai pembimbing 1 dan Bapak Rusnam S.HI.,MH
sebagai pembimbing II.
Peraturan daerah kabupaten konawe no 4 tahun 2010 dikelurahan unaasi
kecamatan anggaberi kabupaten konawe yang peredaran minuman beralkohol
yang diduga tidak sesuai dengan peraturan daerah serta tidak memiliki surat
BPOM(Badan Pengawas Obat dan Makanan)Tujuan dari penelitian ini yaitu
untuk mengetahui bagaimana produksi minuman tradisional beralkohol pongasi
berdasarkan perda kab konawe No 4 tahun 2010 untuk mengetahui faktor-faktor
yang ditimbulkan dari produksi minuman tradisional beralkohol pongasi serta
untuk mengetahui bagaimana upaya pemerintah dalam melakukan pencegahan
pengedaaran minuman tradisional beralkohol pongasi berdasarkan perda kab
konawe No 4 tahun 2010.
Metode dalam penelitian ini menggunakan metode kualitatif dengan
tipologi normatif empiris dengan menggunakan pendekatan perundang�undnagan,pendekatan konseptual dan pendekatan kasus.teknik pengumpulan data
menggunakan Teknik wawancara,dokumentasi dan observasi langsung dengan
beberapa masyarakat sekitar serta pemerintah setempat di Kelurahan Unaasi.
Hasil penelitian ini menunjukkan 1).produksi minuman beralkohol
memerlurkan beberapa tahapan mulai dari memasak beras ketan putih, menaburi
ragi sebagai fermentasi, hingga proses pengemasan 2).penindakan hukum bagi
yang melanggar peraturan daerah di ancam dengan pidana kurungan selama�lamanya 6 bulan atau denda setinggi-tingginya Rp.1.000.000 3).Faktor yang
ditimbulkan dari produksi minuman tradisional beralkohol ini terbagi 2 yaitu
faktor positif dan negatif,faktor positifnya yaitu untuk meningkatkan
perekonomian bagi masyarakat sedangkan faktor negatifnya yaitu berdampak
pada gangguan kesehatan bagi yang mengkonsumsinya 4).upaya pemerintah
dalam melakukan pencegahan pengedaran minuman tradisional beralkohol sejauh
ini yang dilakukan pemerintah setempat yaitu melakukan razia terhadap
produksi minuman tradisional beralkohol tanpa memiliki surat izin usaha.

Review of The Production of Traditional Alcoholic Beverages Based on
Konawe Regency Regional Regulation No.4 of 2010 (Study In The Unaasi
Subdistrict,Anggaberi Subdistric,Konawe Regency)under the guidance of

Konawe Regency Regional Regulation No. 4 of 2010 in Unaasi sub�district, Anggaberi sub-district, Konawe regency, alleged that the distribution of
alcoholic drinks does not comply with regional regulations and does not have a
BPOM (Food and Drug Monitoring Agency) The aim of this research is to find
out how the traditional alcoholic drink pongasi is produced based on Konawe
Regency Regional Regulation No. 4 of 2010, to find out the factors that arise
from the production of traditional alcoholic drinks, pongasi, and to find out how
the government is trying to prevent the distribution of traditional alcoholic drinks,
pongasi, based on regional regulations. Konawe district No. 4 of 2010.
The method in this research uses a qualitative method with an empirical
normative typology using a statutory approach, conceptual approach and case
approach. Data collection techniques use interview techniques, documentation and
direct observation with several local communities and the local government in
Unaasi Village.
The results of this research show 1). The production of alcoholic
beverages requires several stages starting from cooking white sticky rice, adding
yeast for fermentation, to the packaging process. 2). Legal action for those who
violate regional regulations is threatened with imprisonment for a maximum of 6
months or a fine. maximum IDR 1,000,000 3). The factors arising from the
production of traditional alcoholic drinks are divided into 2, namely positive and
negative factors, the positive factor is to improve the economy for the community
while the negative factor is the impact on health problems for those who consume
it 4). The government's efforts to prevent the distribution of traditional alcoholic
drinks so far have been carried out by the local government, namely carrying out
raids on the production of traditional alcoholic drinks without having a business
permit.
