Abstract

ABSTRAK
Bahrun Nur 19020103031 (2023).“Peran Dinas PUPRP dalam Perbaikan
Infrastruktur Jalan ditinjau dari peraturan bupati Kabupaten Kolaka
Timur Nomor 1 Tahun 2022”. di bawah Bimbingan Oleh Prof. Dr.
Kamaruddin S. Ag, SH, MH, Selaku pembimbing I Dan Ahmad Ridha
M.Hum, Selaku Pembimbing II.
Penelitian ini bertujuan untuk mengetahui Peran Dinas PUPRP dalam perbaikan
jalan ditinjau dari Peraturan Bupati Kabupaten Kolaka Timur Nomor 1 Tahun
2022 serta Untuk mengetahui kendala pihak PUPRP terhadap perbaikan jalan
yang ada di Kabupaten Kolaka Timur. Metode penelitian yang digunakan dalam
penelitian ini yaitu penelitian hukum normatif empiris.dengan menggunakan
pendekatan perundang-undagan, dan kasus. teknik pengumpulan data
menggunakan observasi, wawancara, dan dokumentasi. teknik analisis data
melalui reduksi data, penyajian data, dan penarikan kesimpulan.berdasarkan
penelitian dan analisa Peran Dinas PUPRP dalam perbaikan infrastruktur jalan di
Kabupaten Kolaka Timur yaitu dalam perencanaan, pelaksanaan, pengawasan,
dan Komunikasi dengan masyarakat, diketahui bahwa Dinas telah menjalankan
perannya sesuai dengan Peraturan Bupati Nomor 1 Tahun 2022 tentang
kedudukan, susunan organisasi, tugas dan fungsi, tata kerja Dinas PUPRP
Kabupaten Kolaka Timur. Namun belum maksimal Hal tersebut dilihat dari
banyaknya jalan yang perlu dilakukan perbaikan serta kurangnya komunikasi
dinas dengan masyarakat. serta Kendala Dinas PUPRP dalam perbaikan
infrastruktur jalan antara lain adalah terbatasnya anggaran dana, lingkungan dan
cuaca yang tidak mendukung karena Longsor dan hujan, serta keterbatasan
Teknologidanketerampilan.
Kata Kunci: Peran, Perbaikan, dan infrastruktur jalan.

This research aims to determine the role of the PUPRP Service in road repairs in
view of the Regent's Regulation of East Kolaka Regency Number 1 of 2022 and to
determine the obstacles to PUPRP regarding road repairs in East Kolaka
Regency. Method The type of research used in this research is research empirical
normative law. by using a statutory and case approach. Data collection
techniques use observation, interviews and documentation. data analysis
techniques through data reduction, data presentation, and drawing conclusions.
Based on research and analysis, the role of the Public Works, Spatial Planning
and Transportation Department in improving road infrastructure in East Kolaka
Regency, namely in planning, implementation, supervision and communication
with the community, is known that the Department has carried out its role in
accordance with Regent's Regulation number 1 of 2022 concerning the position,
organizational structure, duties and functions, work procedures of the East
Kolaka Regency PUPRP Service. However, this is not optimal. This can be seen
from the number of roads that need repair and the lack of communication between
the department and the community. and the constraints of the Public Works,
Spatial Planning and Transportation Department in repairing road infrastructure
include limited budget funds, unfavorable environment and weather due to
landslides and rain, as well as limited technology and skills.
