Abstract

ABSTRAK
Nama : Rahmat Irfan, Nim : 18020102047, Judul Skripsi : “Analisis
Kebijakan Pengelola Pertambangan Terhadap Perekonomian Masyarakat
Desa Tolowe Ponre Waru”, Pembimbing pertama : Dr. Andi Yaqub M.HI.,
dan Pembimbing kedua : Aris Nur Qadar Ar. Razak S.HI., M.HI., M.H
Penelitian ini bertujuan untuk menjawab permasalahan tentang kondisi riil
perekonomian masyarakat di Desa Tolowe Ponre Waru, Kebijakan pengelola
pertambangan terhadap perekonomian masyarakat di Desa Tolowe Ponre Waru
dan implementasi kebiijakan pengelola pertambangan terhadap perekonomian
masyarakat di Desa Tolowe Ponre Waru. Pengumpulan data menggunakan teknik
observasi dengan menemukan beberapa kebijakan perusahaan pertambangan, dan
melakukan wawancara dengan 2 anggota Divisi CSR PT. Ceria Nugraha
Indotama, 6 pemerintah Desa Tolowe Ponre Waru, 1 kepala sekolah, 1 penaggung
jawab Pesantren, 1 Guru TK, 4 Penerima bantuan dan 2 orang tua penerima
beasiswa yang kemudian dianalisis dengan metode normatif empiris. Penelitian
ini menggunakan metode penyusunan teori dari Corporate Social Responsibility
dari Azizul Kholis bersifat analisis deskriptif dengan menata secara sistematis
catatan hasil observasi, wawancara sehingga mudah dipahami.
Hasil penelitian ini, ditemukan bahwa sumber pendapatan utama
perekonomian masyarakat dari hasil pertanian. Kebijakan PT. Ceria Nugraha
Indotama dalam sektor Pendidikan berupa bantuan bibit pala sebanyak 1.500
pohon yang diberikan kepada Pondok Pesantren Darul Arqam Ponre Waru serta
sektor Pendidikan berupa pemberian bantuan Gedung TK, WC serta Alat
Permainan Edukatif di TK Muhammadiyah Tolowe Ponre Waru dimulai dari 1
Juni 2022-sekarang, pemberian bantuan beasiswa mulai dari tingkat SD, SMP,
SMA bahkan tingkat perguruan tinggi. Pada implementasi kebijakan PT. Ceria
Nugraha Indotama melibatkan pemerintah Desa dalam proses pemberian bantuan
tersebut.
Diharapkan dapat memberikan informasi sebagai dasar kepada pengambil
kebijakan untuk mengeluarkan bantuan dan sebagai rujukan pemerindah desa
untuk melihat proses kebijakan yang dikeluarkan.

Management Politicies On The Village Comumunity In Tolowe Ponre

This study aims to answer problems regarding the real condition of the
community’s economy in Tolowe Ponre Waru Village, Mining management
policies on the community’s aconomy in Tolowe Ponre Waru Village. Data
cellection used observation tecniques by finding several mining company policies,
and conducting interviews with 2 members of the Corporate Social Responsibility
(CSR) divisionof PT. Ceria Nugraha Indotama, 6 Village Tolowe Ponre Waru
government, 1schoolprincipal, 1 person in charge,1 Kindergarten Teacher, 4 aid
recipients and 2 parents of scholarship recipients who were then analyzed using
empirical normative methods. This study uses the method of compiling the theory
of Corporate Social Responsibility from Azizul Kholis in the nature of descriptive
analysis by systematically arranging observational notes, interviews so that they
are easy to understand.

The results of this study, it was found that the main source of income for
the community’s economy came from agricultural products. Policy PT. Ceria
Nugraha Indotama in the education sector in the form of nutmeg seed assistance
of 1,500 trees given to the Darul Arqam Islamic Boarding School Ponre Waru
and the Education sector in the form of providing assistance to Kindergarten
Buildings, WC and Educational Play wquipment at the Muhammadiyah Tolowe
Ponre Waru kindergarten starting from June 1 2022-present, providing
scholarship assistance starting from the elementary, junior high, high school and
even tertiary levels. In the imlementation of the policy PT. Ceria Nugraha
Indotama involved the village government in the process of providing this
asisstance.
The contribution of this study is to determine the economic conditions of
the community as well as company policies on the community’s economy.
